People as individuals either tend not to have the motivation or knowledge to achieve these reductions on their own. With the recent complete lock-down of flights in European airspace due to the Icelandic volcanic eruption, carbon emissions were down around 70%! This just goes to show what can be achieved through reduction measures. Transport is a good place to start, but even the smaller steps such as ensuring your home is properly insulated with good quality double glazed windows and doors make a difference! I believe that empowering people to reduce their energy usage and emissions is something that really does require government backing and support.
